National President

Claudia Labonté

The UPCE National President is elected as a full-time officer of the Component. As a National President, Claudia Labonté is the chief executive officer of UPCE and as such, supervises the affairs of the component and signs all official documents. The National President also represents the component on the National Board of Directors of the PSAC, as required by Section 12, Subsection 1, of the PSAC Constitution.

Claudia has been reelected in 2023 for a second term as UPCE National president.  She has previously been in the roles of Chief Shop Steward and Secretary-Treasurer of the Ottawa Local 70180, and served one term as UPCE National Vice-president. She is a Professional Engineer and holds a Master’s degree in Industrial Relations & Human Resources. Her substantive position at Canada Post is Process engineering specialist.

National Vice President

Denise Tremblay

The UPCE National Vice-President is elected as a full-time officer of the Component.  As a National Vice-President, Denise Tremblay follows the decisions as taken by the National Executive and those of the National Conventions of the UPCE and the PSAC.  Denise assumes many of the responsibilities of the National President in her absence.  The Vice-President provides guidance to Locals, is chair of several committees, and represents the UPCE at other meetings or forums as required.

Denise has been with Canada Post since May 2000.  Her substantive position is Clerk Payroll Administrator located at the AccessHR Transaction Center at Head Office.  Denise’s education and previous work experience is in the Medical field.  Denise was the President of Ottawa Local 70180 from 2014-2021.

Jamie Benoit

The Component has three UPCE National Executive Officer positions within its structure. Jamie is prepared to provide guidance and assistance to members and Locals within her jurisdiction on a regular basis, and is available to visit Locals upon reasonable request. The National Executive Officer also performs other duties as assigned by the National President.

 

 

National Executive Officer

Stéphane Hubert

The Component has three UPCE National Executive Officer positions within its structure. Stéphane is prepared to provide guidance and assistance to members and Locals within his jurisdiction on a regular basis, and is available to visit Locals upon reasonable request. The National Executive Officer also performs other duties as assigned by the National President.

Being a Canada Post employee for now 32 years in different role from casual clerk, delivery agent to engineer (operation & Head Office) I've always been interested into the workers conditions and safety. Since I've been involved with the UPCE as shop steward in the Ottawa local, my involvement has grown to the local joint health and safety committee, chief shop steward and now Ottawa local President and National Executive Officer. 

Part of the working committee of the appendix M, I'm always looking for opportunity to either create work position or improve the work for the members. I also bring that experience to the National Joint Health Safety Committee as an employee's representative to support physical & psychological Health & Safety.
 

National Executive Officer

Shannon Hay

The Component has three UPCE National Executive Officer positions within its structure. Shannon is prepared to provide guidance and assistance to members and Locals within her jurisdiction on a regular basis, and is available to visit Locals upon reasonable request. The National Executive Officer also performs other duties as assigned by the National President.

 

 

1st Alternate National Executive Officer

Sylvain Samoisette

The Component has three UPCE Alternate National Executive Officer positions within its structure. As one of the Alternate National Executive Officers, Sylvain is prepared to provide guidance and assistance to members and Locals within his jurisdiction on a regular basis, and is available to visit Locals upon reasonable request. The Alternate National Executive Officer could also perform other duties as assigned by the National President.

Holder ofa bachelor's degree in industrial engineering from the University of Trois-Rivières, Sylvain has been a member of the SEPC since 2009 in his position as a process engineer based in Montreal. Elected as vice-president in the local executive of Montreal in 2018, he was elected President of his local section in 2022.

 

2nd Alternate National Executive Officer

B T Nguyen

The Component has three UPCE Alternate National Executive Officer positions within its structure. As one of the Alternate National Executive Officers, BT is prepared to provide guidance and assistance to members and Locals within his jurisdiction on a regular basis, and is available to visit Locals upon reasonable request. The Alternate National Executive Officer could also perform other duties as assigned by the National President.

BT is a union activist with passion in social justice and environmental justice. As a Labour College of Canada graduate, he understands the theory and practice of unions along with the importance of Truth to Reconcili-Action as well as the challenge with work and workers in a global world. BT volunteers as an Engineer-in-Residence to inspire young people to be creative problem solvers in his community. He is currently a member of the Hamilton Area Council. 
 

3rd Alternate National Executive Officer (Purolator)

Jennifer Horsley

The Component has three UPCE Alternate National Executive Officer positions within its structure. As one of the Alternate National Executive Officers, Jennifer is prepared to provide guidance and assistance to members and Locals within her jurisdiction on a regular basis, and is available to visit Locals upon reasonable request. The Alternate National Executive Officer could also perform other duties as assigned by the National President.

Jennifer Horsley attended the University of British Columbia for English and History.  She has completed a number of PSAC Education courses, including the Union Development Program and Leadership Training, as well as the CLC Winter School in Harrison, and the BC Fed Summer Institute for Union Women. Jennifer has been a member of UPCE more than 15 years, working as a Retail Representative and Trainer for Purolator.  She has served for several terms as Chief Shop Steward for her Local, and actively participates in several regional committees with the PSAC.  Jennifer currently holds a seat on the BC Regional Council as a Metro Vancouver Coordinator.
